brianwilkerson@google.com 5e90751367 Rename Identifier.getElement. Prior to this change the method getElement() was semantically equivalent to getBestElement(), but that was rarely the correct method to be using. I have divided it into getBestElement() and getPropagatedElement(), but in most cases replaced its use with getStaticElement(). 
Please check this carefully. Although all of the tests pass, there's still a possibility that I translated something wrong at some point (especially in code outside engine) and I'd like to catch any mistakes as early as possible.

The Path class in dart:io has been deprecated for some time
now. It was scheduled to be removed on August 11th, so here it
goes.

dart:io still uses the Path class internally, but now it is
private. I will trim it down to what is actually used in a
follow-up change.

Addresses an issue where we did not return the appropriate type arguments for instances with all dynamic type arguments.

Example:
Class <E> {}

main() {
  var cm = reflectClass(new C()).type;
  print(cm.typeArguments);
  // now prints: {Symbol("E"): TypeMirror on 'dynamic'}
  // previously: crashed
}
