* Add an `targetOS` argument to `pkg/vm`'s `compileToKernel`,
that contains the target operating system's name.
* Add a new `--target-os` command line argument for all binaries
that use `compileToKernel` for clients to provide the target
operating system, if known.
* Add a new`"vm:platform:const"` annotation to certain field and
getters in the Platform class.
This annotation is used to annotate static getters and fields with
initializers where the getter body or field initializer must evaluate
to a constant value if the target operating system is known. This
annotation may be used outside the Platform class and in user code.
For example, this annotation can be used on a static `String` field
that is initialized with one value if `Platform.isWindows` is true
and to a different value if `Platform.isWindows` is false.
Note: If the const functions experimental flag is disabled, then
any annotated static methods can only contain a single expression
whose value is returned. If it is enabled, then the static method
is evaluated as if it is a const function with the special
handling of annotated static fields and getters above.
* Create a VM constant evaluator that evaluates uses of static getters
and fields marked with the above annotations when a target operating
system is provided.
* Use the new VM constant evaluator in the unreachable code elimination
transformer.

If Target doesn't provide a single concrete record
implementation class, then TFA introduces an artificial one.
This class should override all Object public instance
members so calls to Object methods from records are not
monomorphic and not devirtualized incorrectly.

When named argument are used before positional, front-end can insert
additional temporary variables in order to keep original evaluation
order. As a result, List factory specialization was not able to
match constant arguments such as 'growable: false' in the AST.
This change fixes this problem by adding extra unwrapping of final
variables before matching constant arguments during list factory
specialization.

This CL introduces `VarArgs` to `NativeFunction` signatures. The
`VarArgs` type takes a single type argument. This type argument is a
subtype of `NativeType` if there is a single variadic argument, and a
record with native types if there are multiple variadic arguments.
For example:
`NativeFunction<Void Function(Pointer<Char>, VarArgs<(Int32,Int32)>)>`
for calling refering to a `printf` binding with two `int32_t` arguments
passed as variadic arguments.

https://dart-review.googlesource.com/c/sdk/+/278342.
Here we explain how this influences the FFI pipeline.
First, now that `VarArgs` is part of signatures, we have to unwrap
that when with the C types in the CFE transform and checking (analyzer
is in a separate CL), and also in the marshaller when looking up the
C type of arguments.
Second, we have to deal with `BothNativeLocations`. On windows x64,
floating point arguments must be passed both in FPU _and_ CPU
registers. For FFI calls, we solve this in the argument moves by just
copying to both locations. For FFI callbacks, we just take the FPU
register location (which avoids an extra bitcast).
Third, on System-V, we have to pass an upper bound of the number of
XMM registers used in AL. This means we instead RAX, we use R13 for the
target address. For variadic calls, we always pass 8 in AL as the valid
upper bound. We could consider passing the actual number of XMM
registers used.
We keep using RAX as default register for the function address on non-
variadic calls, because changing to R13 (the first free) register
creates more spilling in leaf calls. R13 is callee-saved while RAX is
not, so using R13 instead of RAX causes us to have to spill the value
from RAX on leaf calls.
Fourth, on both x64 and RISC-V, we pass floats in integer locations.
`EmitNativeMove` has been modified to deal with this, so that we do not
have to insert more `BitCastInstr`s.
The tests are generated by a test generator: `tests/ffi/generator/`.
The formatter doesn't support records yet, so the tests are not properly
formatted.

Our AOT compiler may make optional parameters mandatory (e.g. if all
call-sites pass the parameter). Doing so removes the need for the
[VariableDeclaration] to have an initializer, which we clear.
=> This CL also clears the has-declared-initializer flag on the
[VariableDeclaration]
This makes the text representation of AOT-transformed kernel files
less verbose by not printing `has-declared-initializer`.

Functions returning non-nullable records of 2 fields can now return
them as separate values on 2 registers. This postpones and sometimes
eliminates creation of record instances. As other unboxing
optimizations of return values, this optimization is only
performed in AOT.
Pair of values for an unboxed record are represented using
kPairOfTagged representation, which can be now used for the input of
Return and for the output of StaticCall/InstanceCall
PolymorphicInstanceCall/DispatchTableCall instructions.
In order to combine separate values for Return, a new MakePair
instruction is added. Extracting separate values from the result of
a call is implemented using existing ExtractNthOutput instruction.
Benchmarks (AOT mode):

It's a bug if a class has more than one `@AbiSpecificIntegerMapping`
annotation. Reflect this in the return type of method for getting the
annotation and issue a diagnostic if the invariant doesn't hold.
The invariant is checked by `_FfiDefinitionTransformer`.

TFA represents type parameters inside factory constructors as
additional parameters. In a summary, type parameter type is represented
simply as a reference to a parameter. This approach ignores
nullability of a type parameter type, which is not correct.
This change add a new ApplyNullability operation to a summary in order
to apply any extra nullability ('?' or '*') on top of the type argument
passed to a factory constructor.

In case particular back-end (such as dart2wasm) doesn't use a real
implementation class for the records, TFA defines an artificial one.
The definition of the artificial record class didn't specify 'Object'
as a supertype, so Object methods were not found from records.
This change fixes the supertype of the artificial record class.
VM/AOT uses real class for records and is not affected.

This CL introduces a new kernel-to-kernel pass in Wasm backend to
compile `FfiNative`-annotated external functions to external functions
with `wasm:import` pragmas.
The new pass `WasmFfiNativeTransformer` extends `FfiNativeTransformer`.
Some `FfiNativeTransformer` methods made public to allow reuse in the
pass.
The conversion works like this: when we see a member like:
@FfiNative<Int8 Function(Int8, Int8)>("ffi.addInt8")
external int addInt8(int a, int b);
We generate a Wasm import using Wasm ABI types according to emscripten
calling conventions:

and convert the original member (`addInt8()`) to a wrapper function that
calls the Wasm import, converting the arguments and return values to

Build, test, and CI changes:
- Test runner now uses `// SharedObjects=...` lines in dart2wasm tests
to pass extra Wasm modules to d8 command used to run the tests.
Support for `// SharedObjects=...` lines were already used in
native/AOT FFI tests, not added in this CL. We just start to use those
lines in dart2wasm tests.
- dart2wasm gn file updated with a target "test_wasm_modules" that
builds FFI test Wasm modules to Wasm using emcc (emscripten C
compiler).
- CI dart2wasm_hostasserts configuration updated to copy the Wasm files
generated by the "test_wasm_modules" target to the shards.

Rename `_CompactLinkedHashSet` to `_InternalLinkedHashSet` and
`_CompactImmutableLinkedHashSet` to `_InternalImmutableLinkedHashSet`
to make the names consistent with the corresponding `Map` class names
and to distinguish them from the non-VM-specific hash maps and sets,
which are generally named starting with `_Compact`.

Previously, tree shaker conservatively treated such fields as used if
constructor of the class was used.
Tree shaker would still keep late final instance fields without
initializer as it doesn't track how many times the field was
assigned/initialized and repeatitive assignment to a late final field
without initializer throws an exception.

This CL prevents treeshaking of members that have type `Finalizable`, `Future<Finalizable>` or `FutureOr<Finalizable>`.
All `Finalizable` members are kept. Even the ones which are not
members of `Finalizable`s. This is in line with the logic to keep
all `Finalizable` arguments/variables alive.
Moreover, this CL adds AOT tests to the FFI transformer tests so that
we catch differences between AOT/JIT in the future.

Changes `FfiNative` instance methods on `NativeFieldWrapperClass`es
that have `Pointer<Void>` conversion to check for `nullptr`.
If the native field has `0`/`nullptr` a `StateError` is thrown:
"Bad state: Native field is nullptr."
This only makes sense if the first native field is used to point to
the C++ object corresponding to the Dart object. As far as we know
all current use cases do so.
