Vijay Menon 99e672d1cb Registration-based approach to cross frame support.
This approach installs all Dart extension types onto a window whenever
that window is accessed.

Bob Nystrom 4145a49503 Move Dart versions of math.min() and math.max() into VM patch file.
For DDC and dart2js, we call the corresponding JS function. This is
shorter and avoids a strong mode type error in the Dart implementation.

Konstantin Shcheglov 565408593b Remove _StdSink._isTranslatable field.
The field is not used since https://github.com/dart-lang/sdk/commit/141b6351baacaedf23e740b5b7354970f2ac0979,
but it is final and not initialized, so this causes an error during
analyzer tests.

Konstantin Shcheglov 27ab6478b9 Report errors for the new top-level inference rules.
We also stop type inference most of these cases with task based analysis.

Jennifer Messerly f021a7019b fixes #27586, prefer downwards context type in generic inference
fixes #27625, Object constraints were not tracked in inference
fixes #27933, pin return type from downwards inference

We now prefer to pick the bound (lower or upper) that had some information on, and it also improves inference error messages somewhat (still a ways to go).

The way this works is we now have a type representing an unknown type: ?. We use ? when performing downward inference steps, instead of `dynamic`. This allows more accurate tracking of type constraints.

For example: given:

    var x = await Future.wait([a, b]);

Future.wait<T>'s argument type is Iterable<Future<T>>. Since we didn't know T, we previously pushed down Iterable<Future<dynamic>>. The dynamic caused loss of information. Now we push down Iterable<Future<?>>, allowing us to infer the right type there.

Leaf Petersen a3b4366f11 Infer Null for return type of functions with empty returns.
This allows inference to infer Null as the return type of functions
which have no return statements, or which return with no value.

Also allows inference to propagate Null.

Jennifer Messerly 0e00b3e5c8 fix #28008, fix #28009 implement FutureOr<T>
This implements FutureOr<T> in strong mode, otherwise it's ignored (treated as `dynamic`.

Also fixes strong mode's inference subtype function incorrectly treating `void` as a malformed type. This had the consequence of allowing `void` to be inferred as a type argument.

Leaf Petersen 7ab0daeedf Make EventStreamSubscription DDC safe.
EventStreamSubscription.listen does a cast which is only working in
DDC because we're ignoring the failure.  This wraps the listener to
check the argument rather than casting the function.  Also picks up a
few misc changes to the main SDK that hadn't been merged into DDC.

Bob Nystrom 8daf4cfb73 Get the basics of deferred libraries working.
References to loadLibrary on a library prefix are compiled to a
helper function that returns a Future that always completes
successfully.

The deferred libraries aren't actually deferred, but code that uses
loadLibrary() now doesn't barf.

Bob Nystrom 20e402c43d Fix type errors in math.min() and math.max().
Really, this works around them, but the workaround is all round better
code.

Remove the Dart implementations of min() and max() and just forward to
the JS ones. In DDC, all numbers are double, so the type checks to
handle them specifically aren't meaningful. Also, we don't need the
other special case checks in there to help dart2js optimize them.

Bob Nystrom 2c313a43ac Fix some errors around []= in core types.
- Get rid of JSMutableIndexable since it isn't useful.
- Make JSIndexable generic. (I think dart2js already did.)
- Add .length to NativeTypedArray since it no longer inherits it from
  JavaScriptIndexingBehavior.

Bob Nystrom 33ff9a3d4f Fix type errors in sort().
If a comparer isn't provided, it was silently assuming the element type
implements Comparable, even though that isn't required. Fixed to add a
manual cast at each comparison.

A stricter faster approach might be to check that the type argument
itself is a type that implements Comparable, but I don't know if that's
too pessimistic, or even possible to do.
