- Add artifacts cache in `~/.dart`, and download gen_snapshot and
dartaotruntime from cloud storage if necessary
I've manually built an aot snapshot and exe on macOS ARM64 for Linux
X64, copied them over to a linux machine, and made sure they work.

Before this change, Slot::Equals would hit the default UNREACHABLE()
case if used to compare two equal native slots. That's surprising and
also unavoidable if code comparing arbitrary slots wants to check Slot
equality, since there's no existing predicate to determine whether an
arbitrary slot is native.

This change adds pragmas which can be used in dart:* libraries to
specify classes and members which are used by the compiler
to implement certain language features. Compiler can insert
references to those classes and members when desugaring language
constructs, so dynamic module code can use these classes and members
implicitly even if they are private.
Previously, we required to specify these members in the
dynamic_interface.yaml before dynamic modules could use them.
However, this is cumbersome and error-prone.
Now, the following pragmas are recognized:
@pragma('dyn-module:language-impl:extendable')
@pragma('dyn-module:language-impl:can-be-overridden')
@pragma('dyn-module:language-impl:callable')
If dynamic interface yaml file is specified during compilation,
then classes/members annotated with these pragmas are treated as if
they are used in corresponding sections of dynamic_interface.yaml.
If dynamic interface yaml file is not specified, these pragmas
are ignored.

For out-of-memory events vm reserves (and if used, then replenishes) small chunk of memory for handling those, so preallocation of oom and stacktrace is not needed.
Unwind error can be created once as part of vm launch, kept in vm isolate.
This should reduce overhead of starting new isolate.

There were `pubspec.yaml` files in `tools/` that were not
included in the global package config.
That means that their imports were irrelevant, which could
be misleading. And if any tool would look at the
`pubspec.yaml` file, it might be inconsistent with
the actual package resolution.
Makes every `pubspec.yaml` file either be included by the
`tools/generate_package_config.dart` script, or deletes them
if they seem to be stale and unused.
(Compare vs. `git ls-files '**/pubspec.yaml'`.)
Excepted `tools/dart2js/sourceMapViewer/pubspec.yaml`.
The entire directory might be stale. The dependencies of
that pubspec are not SDK dependencies otherwise,
the pubspec has no SDK min-version, which is now a requirement,
and the README refers to a *packages directory*.
Keeping as-is and filing issue to have owners take a look.
Added `lib/` directory to `tools/` to avoid `tools/bots/`
being inside the package URI root of the `tools/` package,
which would cause its `../../pkg/...` import to fail.
Makes every `pubspec.yaml` file use a `^...` SDK constraint instead
of the longer `>= ... < ...` format.
Tested: No new tests, goal is to keep running the same way

Consolidate code populating TracePacket in a single
function instead of multiple helpers. Most of the
duplication in the previous code was caused by
how Duration events were handled - this CL
avoids this duplication by making the core helper
takes event_type, timestamp and timeline event.
This allows to perform Duration split simply by
doing:
PopulateAndWritePacket(TimelineEvent::kBegin, event.TimeOrigin(), event);
PopulateAndWritePacket(TimelineEvent::kEnd, event.TimeEnd(), event);
Instead of duplicating large chunks of code.

By time we return from DLRT_ExitTemporaryIsolate, VM shutdown may have completed, including deleting the VM isolate heap containing the stub. Instead tail-call to DLRT_ExitTemporaryIsolate, so it may return directly to the foreign caller.

Certain kinds of functions do not have corresponding kernel binary,
so Function::KernelLibraryIndex() returns -1 for them.
However, flow graph builder and scopes builder established reading of
kernel binary for those functions, which was based on a typed data
view created for a library -1 (treating some unrelated field from
kernel component index as library offset).
This change fixes this out-of-bounds access and avoids reading
any kernel for these functions.

When constant propagation evaluates EqualityCompare or StrictCompare,
it can unwrap phis (if they are redundant wrt current set of reachable
blocks), and calculate value if both lhs and rhs operands are the same.
Previously, phi was marked as unwrapped only if that calculation changes
the constant value of comparison.
This is not correct as calculation based on unwrapped phi
needs to be invalidated anyway if more reachable blocks are discovered
and unwrapped phi becomes non-redundant.
The fix is to mark the unwrapped phis regardless of whether the constant
value of comparison has been changed or not.

For the arrays of the Int/Uint/Float/Double types this has been
implemented straight in the ffi_patch.dart file and `elements` returns a
typed-data list view on the original data backing the array.
The Bool and Pointer arrays return helper classes from their `elements`
getter. These helper classes implement the `List` interface utilizing
the `operator []` implementation of the underlying arrays. This is also
implemented directly in the ffi_patch.dart file.
The `elements` getter for array arrays is rewritten in the CFE
(use_sites.dart) to instantiate a helper class to which the size of a
single element of the array is passed (this information is not available
in ffi_patch.dart, hence the rewrite in the CFE). The helper class
implements the `List` interface and performs some pointer arithmetic
with the provided element size to implement its methods.
The `elements` getters for struct and union arrays are also rewritten in
the CFE to instantiate a helper class to which a constructor tearoff for
instantiating the underlying struct/union type is passed. The helper
class also implements the `List` interface and uses the provided
constructor tearoff to create instantiated structs/unions of the
elements in the list.
Last, but not least, the `elements` getter for abi-specific integer
arrays is also rewritten in the CFI to instantiate a helper class to
which a closure is provided to load abi specific integers from the
underlying array data structure.

I am working on changes to perfetto output: implemented
interning of strings which significantly reduces the size
of generated packets.
As part of my changes I needed to add some fields back
to proto definitions (which were manually tree-shaken
to reduce the binary size). This means I will need to
regenerate protos - but to simplify review I am first
sending a CL which just regenerates proto code without
any changes.
This CL also updates the script to make it run on Mac.
Whatever build issue was present before is no longer
present and the tool just works.
