Add base 64 encoding to the crypto library utils.
It is clearly useful for Crypto APIs. Whether or not we should move
base64 encoding somewhere else can be discussed. However, at least
it is available now.

Make the crypto library an official dart:crypto library.
The library now works on dart2js and on the VM.
Add the library to the API docs and to the sdk.

After bit-operation fixes the crypto library works with dart2js.
Only change is to avoid remaining issue that (8 >> 32) is 8 with
dart2js at this point. We restrict the length of the message to
"2^32 - 1" bits which.

Implement md5 hash in crypto library.
It might be nicer to leave it out because we do not want to
encourage its use. On the other hand, there are multiple
places where md5 hashing is used so making it available
seems like the right thing to do.
