This is for post-construction custom element creation.

Element.created is public, then the base classes of that get private ._created constructors.

First patch is the original, changes were:
 - Shadow DOM upgrade landed as separate CL
 - CustomElement polyfill wasn't always firing WebComponentsLoaded event (causing timeouts on FF and IE), fixed polyfill.
 - Dartium test exclusions were not working

Dartium tests started passing because changes for polyfill triggered expected behavior for Dartium, even though the bug is still active.

Updated tests for some IE9 expectations, but still failing and needs further investigation.
