Element.dataset is the DOM version of the API, so we should have ours named the same.
Opened bug #8545 that we should optimize Element.dataset to use the native functionality if present.

Fixing IndexedDB Dartium Checked Mode tests

A type check for the Stream<Cursor> was failing on Dartium. Basically the helper method is intended to work for both Cursor and CursorWithValue, but it was creating a StreamController<Cursor>. Just removed the type so it works acceptably with both.

Refactor idlsync.py to update chrome apps idl/tools.

Note, by default, idlsync.py will only update webkit IDL. Use:
idlsync.py -u chrome
to update chrome only or:
idlsync.py -u all
to update both.
Sasha: can you verify that the WHITELIST (*.py, *.idl, *.json) matches the files you need? Everything else will be pruned. Also, note, I've slightly changed the directories to not conflict with the existing ones pulled in by DEPS. I will remove those existing ones in a separate CL (the DEPS is a slightly different repo path).
Emily/Anton: can you review the rest? If this looks good, the intent is to run and check-in the files under third_party/chrome.

Removed the extends clause for _WebKitTransitionEvent which caused an issues with dartc.
Platform-independent changes for firing the event broke element_test on non-Chrome browsers. This test is actually quite useless.

A number of related changes-
Bug 8340 is that we previously had WebKitTransitionEnd renamed to TransitionEnd, but had to remove that when Chrome added a new TransitionEnd.
Changes-
- Made WebKitTransitionEnd implement TransitionEnd and made it private.
- Added a test for the TransitionEnd event.
- Fixed the TransitionEnd event not working on non-Chrome browsers.
- Added support check for CSS transitions.
- Added annotations for CSS transition support.
