{assembler,disassembler,simulator}_arm64.{h,cc}

The rest of the CL just #def's out tests, modifies status files,

It defaults to an integer identity function.

Also optimize skip/take on the generated iterable by making it

lrn@google.com dbdb16afb3 Reduce running time of nan_parse_test. 
It times out on Dartium.
It was testing all combinations of whitespace around all test strings.
Now it just does it around some representable test strings, and only
test space characters around most strings.

Also add a few more tests.
