Change the `verify_docs` package's use of `DiagnosticCode.name` to
`DiagnosticCode.lowerCaseName`. There is no functional change since
all diagnostic codes generated by the analyzer are already in lower
case.
This helps pave the way for eventually deprecating and removing
`DiagnosticCode.name`, which will help ensure that analyzer clients
treat diagnostic codes in a case-insensitive fashion.

I'm currently going through a process of updating the analyzer and
related packages so that their diagnostic codes are generated into top
level constant declarations in `diagnostic.dart` files rather than
static constants inside of classes like `CompileTimeErrorCode`. This
will help pave the way for unifying the treatment of diagnostic codes
between the analyzer and the CFE (since the CFE doesn't segregate
diagnostic codes into subclasses the way the analyzer does). At the
moment, both the old and the new constants exist, to allow client code
to be transitioned from one to the other.
This change transitions the references in `verify_docs.dart` over to
refer to the new top level constant declarations.

This is a follow-up to
https://dart-review.googlesource.com/c/sdk/+/444921, which renamed
analyzer error codes from SCREAMING_CAPS conventions to camelCase
conventions. That CL left a few deprecated error codes in place
because they were referred to in
`tools/verify_docs/bin/verify_docs.dart`, and those references
couldn't be fixed in an automated fashion.
This CL cleans up the references in `verify_docs.dart` to use the new
camelCase constants, and removes the deprecated SCREAMING_CAPS
constants that are no longer needed.

A temporary script is added,
`pkg/analyzer/tool/messages/rename_error_constants.dart`, which will
rename every error code in the analyzer (and related packages) from
SCREAMING_CAPS to camelCase.
Also, the error message code generator is enhanced so that it can
generate error codes using either SCREAMING_CAPS or camelCase, based
on the setting of a temporary constant, `_useLowerCamelCaseNames`. The
constant is currently set to `false`; `rename_error_constants.dart`
will change it to `true`.
There are a few references to the old SCREAMING_CAPS names that won't
be able to be automatically addressed by the script. To avoid
breakages, a mechanism has been added to the error message code
generator to preserve those names after the migration, as deprecated
aliases. The names that will be preserved are listed in the
`ErrorClassInfo.deprecatedSnakeCaseNames` field, in
`error_code_info.dart`. These will be cleaned up in future CLs.
Once the rename is complete, the temporary script and constant will be
removed.

There were `pubspec.yaml` files in `tools/` that were not
included in the global package config.
That means that their imports were irrelevant, which could
be misleading. And if any tool would look at the
`pubspec.yaml` file, it might be inconsistent with
the actual package resolution.
Makes every `pubspec.yaml` file either be included by the
`tools/generate_package_config.dart` script, or deletes them
if they seem to be stale and unused.
(Compare vs. `git ls-files '**/pubspec.yaml'`.)
Excepted `tools/dart2js/sourceMapViewer/pubspec.yaml`.
The entire directory might be stale. The dependencies of
that pubspec are not SDK dependencies otherwise,
the pubspec has no SDK min-version, which is now a requirement,
and the README refers to a *packages directory*.
Keeping as-is and filing issue to have owners take a look.
Added `lib/` directory to `tools/` to avoid `tools/bots/`
being inside the package URI root of the `tools/` package,
which would cause its `../../pkg/...` import to fail.
Makes every `pubspec.yaml` file use a `^...` SDK constraint instead
of the longer `>= ... < ...` format.
Tested: No new tests, goal is to keep running the same way

We also stop reporting
`HintCode.DEPRECATED_MEMBER_USE_FROM_SAME_PACKAGE` and
`HintCode.DEPRECATED_MEMBER_USE_FROM_SAME_PACKAGE_WITH_MESSAGE`
as these are now replaced by the new lint rule.
The biggest change here is in the DEPRECATED_MEMBER_USE tests,
as most of these tests have
`DEPRECATED_MEMBER_USE_FROM_SAME_PACKAGE` reported (since it's
easier to write tests with files in one package). We move all
of those tests to `DEPRECATED_MEMBER_USE` tests, without losing
coverage.

This CL introduces `VarArgs` to `NativeFunction` signatures. The
`VarArgs` type takes a single type argument. This type argument is a
subtype of `NativeType` if there is a single variadic argument, and a
record with native types if there are multiple variadic arguments.
For example:
`NativeFunction<Void Function(Pointer<Char>, VarArgs<(Int32,Int32)>)>`
for calling refering to a `printf` binding with two `int32_t` arguments
passed as variadic arguments.

Here we explain how this influences the FFI pipeline.
First, now that `VarArgs` is part of signatures, we have to unwrap
that when with the C types in the CFE transform and checking (analyzer
is in a separate CL), and also in the marshaller when looking up the
C type of arguments.
Second, we have to deal with `BothNativeLocations`. On windows x64,
floating point arguments must be passed both in FPU _and_ CPU
registers. For FFI calls, we solve this in the argument moves by just
copying to both locations. For FFI callbacks, we just take the FPU
register location (which avoids an extra bitcast).
Third, on System-V, we have to pass an upper bound of the number of
XMM registers used in AL. This means we instead RAX, we use R13 for the
target address. For variadic calls, we always pass 8 in AL as the valid
upper bound. We could consider passing the actual number of XMM
registers used.
We keep using RAX as default register for the function address on non-
variadic calls, because changing to R13 (the first free) register
creates more spilling in leaf calls. R13 is callee-saved while RAX is
not, so using R13 instead of RAX causes us to have to spill the value
from RAX on leaf calls.
Fourth, on both x64 and RISC-V, we pass floats in integer locations.
`EmitNativeMove` has been modified to deal with this, so that we do not
have to insert more `BitCastInstr`s.
The tests are generated by a test generator: `tests/ffi/generator/`.
The formatter doesn't support records yet, so the tests are not properly
formatted.

The existing behavior treated `var x = e; // comment` as an expression,
and failed spectacularly to insert it after a `return`.
The new behavior detects a `;` anywhere in the single line, not just
at the end, as a sign that a single line is probably not an expression.

We have added more examples, and some of them uses the structure of:

Change handling of imports,
and introduce a `top` template different from `none`.
The `none` template gets nothing for free.
The sample must be completely self-contained.
Is triggered by the sample containing a `library` declaration,
because we can't add anything before that.
The `top` template allows top-level declarations,
but does introduce automatic imports and "samples can expect"
code if the sample doesn't contain `import`s.
Is triggered by top-level declarations other than `library`.
Also some restructuring of the code to make this feature easier
to implement.
