This is a reland of commit 88496ba1c3
Fixes on top of the original change:
* Closure layout is changed to avoid gap between fixed fields and
variable-length elements on compressed pointers architecture.
This gap was causing crashes in the GC when scanning closure
objects.
* pkg/vm_snapshot_analysis/test/instruction_sizes_test is fixed
on arm64 by decreasing threshold for detecting size changes.

Extend closure objects with variable number of elements to capture.
This is needed to support capturing multiple independent contexts
after capturing is computed in the front-end.
The following fixed Closure fields are moved into variable-length
elements:
- delayed type arguments;
- instantiator type arguments;
- function type arguments;
- context.
Number of elements and presence/indices of various type arguments
are encoded into the new length_and_flags field in the Closure.
Most closure objects don't need any of the type arguments so this
change will reduce average Closure object size.

For non-x86 architectures, these forms directly translate to a
single instruction when possible. On x86 architectures,
XImmediate(dst, src, imm) where X is in {Lsl, ArithmeticShiftRight, And}
can be translated to:
MoveRegister(dst, src);
XImmediate(dst, imm);
in the general case since MoveRegister(dst, src) is a no-op if dst and
src are the same.
Also add versions of these assembler macros that take an OperandSize
and handle 32-bit OperandSizes appropriately on 64-bit architectures.
Ensure the implementation for LslImmediate and
ArithmeticShiftRightImmediate emits no instructions if shift == 0,
dst == src, and OperandSizeInBits(sz) == kBitsPerWord on all
architectures.

Other changes:
Fix ConstantExpression::EmitMoveToLocation on ARM64 to match
other architectures, which allow any word-sized or less unboxed

Fill out ExtendValue on RISCV for previously unimplemented

Add an additional base argument to Assembler::AddScaled so it now
computes:
dest <- base + (index << scale) + offset
If base is kNoRegister (or ZR when available), then it emits
instructions optimized for computing:
dest <- (index << scale) + offset
(i.e., its previous implementation)
Add AddScaled to AssemblerBase to ensure the same interface across all
architectures.
Rework the backend of CalculateElementAddress to use AddScaled
appropriately, which unifies it across architectures.

This pragma forces compiler to align loop headers within the
function by architecture specific boundary: 32 bytes on X64
and ARM64 (with the exception of Apple Silicon, which explicitly
discourages aligning branch targets in the optimization manual).
Current implementation is rather naive and does not do any
attempt to decide whether aligning is actually profitable
based on loop body itself.
I have found this pragma to be helpful both to stabilize
benchmark results and achieve better performance
for tight loops on Intel hardware.

Now Slots have an extra flag that describes whether or not the
instance object for that Slot is tagged (Dart objects) or untagged
(non-Dart objects like Thread).
Add new Slot categories for Slots with untagged instances, based on
the return value of the Slot:
* a tagged value (e.g., the finalizers_ field of Isolate),
* an untagged value (e.g., the isolate_ field of Thread), or
* an unboxed value (e.g., the enabled_ field of StreamInfo).
The primary difference in the specification of slots for untagged
instances vs tagged instances is that the slots for untagged instances
do not include an underlying type (as only Dart objects have an
Untagged<X> for each <X> class that specifies the actual object layout).
Also do a little more refactoring of Slot categories to simplify
some switch statements that now only need to be updated if the
categories the switch statement deals with change. For example,
methods for range analysis are only interested in Slots that are
guaranteed to contain integers, so now those methods are written in
a way that they only need to be updated if a new tagged integer
Slot declaration is added.
Adjust LoadFromSlot, StoreToSlot, and StoreToSlotNoBarrier to
appropriately handle Slots on untagged instances, and change
LoadField and StoreField's RequiredInputRepresentation methods
to appropriately returned kTagged or kUntagged based on the slot.

Add OperandSize arguments to the non-compressed Store methods so that
the compressed Store methods can be implemented as calls to the
corresponding non-compressed method using kObjectBytes. This makes it
so that all compressed Store methods are now non-virtual.
Add a scratch register argument to all Store methods that involve a
write barrier that defaults to TMP. Originally only the IA32
implementation took a scratch register, with the others using TMP or
TMP2 internally.
Since all architectures can represent a register/offset pair as an
Address without losing information, make all the offset-based load
and store methods have an implementation that creates an Address or
FieldAddress and calls the corresponding address-based store method.
This makes all the offset-based load and store methods non-virtual.
After this, most of the Store methods are non-virtual, with
only the base methods used to implement them as virtual:
* Store
* StoreRelease
* StoreObjectIntoObjectNoBarrier
* StoreBarrier
* ArrayStoreBarrier
* VerifyStoreNeedsNoWriteBarrier (for DEBUG use only)
The Load methods can't be consolidated quite so much, as the
base methods for handling non-Smi compressed pointers must be defined
per-architecture, as each compressed pointer architecture handles
adding the upper bits for the heap separately.
Have LoadFieldInstr::EmitNativeCode use Assembler::LoadToSlot when the
result location is a single integer register and
StoreFieldInstr::EmitNativeCode use Assembler::StoreToSlot and
Assembler::StoreToSlotNoBarrier when the value location is a single
integer register to avoid code duplication between those methods.
Handle both compressed and uncompressed Smi fields in LoadFromSlot.

Remove CompareWithCompressedFieldFromOffset, which has no uses.
Rename the LoadFromOffset and StoreFromOffset methods that took
Addresses to Load and Store, respectively. This makes the names
of the Assembler methods more uniform:
* Takes an address: Load, Store, LoadField, LoadCompressedField,
StoreIntoObject, StoreCompressedIntoObject, LoadSmi,
LoadCompressedSmi, etc.
* Takes a base register and an offset: LoadFromOffset, StoreToOffset,
LoadFieldFromOffset, LoadCompressedFieldFromOffset,
StoreIntoObjectOffset, StoreCompressedIntoObjectOffset,
LoadSmiFromOffset, LoadCompressedSmiFromOffset, etc.
Create AssemblerBase methods for loading and storing compressed
pointers that weren't already there, as well as the corresponding
methods for loading and storing uncompressed values.
Make non-virtual methods that load and store uncompressed fields
that call the corresponding method for loading from and storing to
memory regions, adjusting the address or offset accordingly. This
avoids needing per-architecture overrides for these.
Make non-virtual methods that load compressed fields, calling the
corresponding method for loading a compressed value from a memory
region. (Since compressed pointers are only stored in Dart objects,
and stores into a Dart object may require a barrier, there is no
method for storing a compressed value into an arbitrary memory region.)
Create pure virtual methods for loading from or storing to an Address
or any method that does not have both an Address-taking and a
base register and offset pair-taking version (e.g., LoadAcquire).
Create methods for loading from or storing to a base register
and an offset. The base implementation takes the base register and
offset and creates an Address from it, then calls the Address-taking
equivalent. These methods are non-virtual when the implementation is
the same on all architectures and virtual to allow overriding when
necessary.
Make a non-virtual method for loading uncompressed Smis, since all
architectures have the same code for this, including the DEBUG check.
If compressed pointers are not being used, all the methods for
compressed pointers are non-virtual methods that call the
corresponding method for uncompressed values.
If compressed pointers are being used:
* Install pure virtual methods for loading compressed values from
and storing compressed values to an Address or any method that does
not have both an Address-taking and a base register and offset
pair-taking version (e.g., LoadAcquireCompressed).
* Install virtual methods for loading compressed values from and
storing compressed values to a base register and offset. Like the
uncompressed implementation, the base implementation of these
create an Address and call the Address-taking equivalent, and these
implementations are overridden on ARM64.
* Install a non-virtual method for loading compressed Smis, since the
only difference is that it loads a zero-extended 32-bit value, which
AssemblerBase can do.

When setRange is called on a TypedData receiver and the source is also
a TypedData object with the same element size and clamping is not
required, the VM implementation now calls _boundsCheckAndMemcpyN for
element size N. The generated IL for these methods performs the copy
using the MemoryCopy instruction (mostly, see the note below).
Since the two TypedData objects might have the same underlying
buffer, the CL adds a can_overlap flag to the MemoryCopy instruction
which checks for overlapping regions. If can_overlap is set, then
the copy is performed backwards instead of forwards when needed
to ensure that elements of the source region are read before
they are overwritten.
The existing uses of the MemoryCopy instruction are adjusted as
follows:
* The IL generated for copyRangeFromUint8ListToOneByteString
passes false for can_overlap, as all uses currently ensure that
the OneByteString is non-external and thus cannot overlap.
* The IL generated for _memCopy, used by the FFI library, passes
true for can_overlap, as there is no guarantee that the regions
pointed at by the Pointer objects do not overlap.
The MemoryCopy instruction has also been adjusted so that all numeric
inputs (the two start offsets and the length) are either boxed or
unboxed instead of just the length. This exposed an issue
in the inliner, where unboxed constants in the callee graph were
replaced with boxed constants when inlining into the caller graph,
since withList calls setRange with constant starting offsets of 0.
Now the representation of constants in the callee graph are preserved
when inlining the callee graph into the caller graph.
Fixes https://github.com/dart-lang/sdk/issues/51237 by using TMP
and TMP2 for the LDP/STP calls in the 16-byte element size case, so no
temporaries need to be allocated for the instruction.
On ARM when not unrolling the memory copy loop, uses TMP and a single
additional temporary for LDM/STM calls in the 8-byte and 16-byte
element cases, with the latter just using two LDM/STM calls within
the loop, a different approach than the one described in
https://github.com/dart-lang/sdk/issues/51229 .
Note: Once the number of elements being copied reaches a certain
threshold (1048576 on X86, 256 otherwise), _boundsCheckAndMemcpyN
instead calls _nativeSetRange, which is a native call that uses memmove
from the standard C library for non-clamped inputs. It does this
because the code currently emitted for MemoryCopy performs poorly
compared to the more optimized memmove implementation when copying
larger regions of memory.

In d592882f, the old uint8_t `type_state_` and `nullability_` fields
in subclasses of `AbstractType` were merged into a single uint32_t
`flags_` field in `AbstractType` itself.
Accessing the nullability information was abstracted into two methods:
* `LoadAbstractTypeNullability`
* `CompareAbstractTypeNullabilityWith`
However, the code from these methods were based off the old
`CompareTypeNullabilityWith` and `CompareFunctionTypeNullabilityWith`
methods that used unsigned byte loads to access the old field, and kept
that even though the new field is now a 32-bit unsigned integer. This
works for now, because the nullability portion of the `flags_` field
happens to be the lowest two bits, but might lead to confusion if
someone attempts to write similar code for accessing the other parts of
the `flags_` field without realizing it's larger than 8 bits.
Thus, this CL does the following:
* Unifies the implementation of both methods across architectures.
* Adds a native slot definition for the `AbstractType::flags_` field
and uses `LoadFromSlot` to load the `flags_` field instead. Other
places where the `AbstractType::flags_` field is accessed from the
assembler are also changed to use `LoadFromSlot` appropriately.
TEST=The existing suite of tests are sufficient.

AsmIntrinsifier::OneByteString_getHashCode now uses the CombineHashes
and FinalizeHash Assembler methods introduced in 49f998dc31.
To avoid having to check for 0 again after masking the result of
FinalizeHash to fit the desired bit size, we create a more general
FinalizeHashForSize that also takes the desired bit size of the result.
The intrinsified versions for ARM/ARM64/RISCV are also modified to
remove the special casing for the empty string, and instead just check
the size of the string against the loop counter at the start of the
loop, similarly to X64/IA32. This is less efficient for the empty
string case, but avoids the need to create a version of FinalizeHash
that elides the zero check.

Implements a backend targeting RV32GC and RV64GC, based on Linux standardizing around GC. The assembler is written to make it easy to disable usage of C, but because the sizes of some instruction sequences are compile-time constants, an additional build configuration would need to be defined to make use of it.
The assembler and disassembler cover every RV32/64GC instruction. The simulator covers all instructions except accessing CSRs and the floating point state accessible through such, include accrued exceptions and dynamic rounding mode.
Quirks:
- RISC-V is a compare-and-branch architecture, but some existing "architecture-independent" parts of the Dart compiler assume a condition code architecture. To avoid rewriting these parts, we use a peephole in the assembler to map to compare-and-branch. See Assembler::BranchIf. Luckily nothing depended on taking multiple branches on the same condition code set.
- There are no hardware overflow checks, so we must use Hacker's Delight style software checks. Often these are very cheap: if the sign of one operand is known, a single branch is needed.
- The ranges of RISC-V branches and jumps are such that we use 3 levels of generation for forward branches, instead of the 2 levels of near and far branches used on ARM[64]. Nearly all code is handled by the first two levels with 20-bits of range, with enormous regex matchers triggering the third level that uses aupic+jalr to get 32-bits of range.
- For PC-relative calls in AOT, we always generate auipc+jalr pairs with 32-bits of range, so we never generate trampolines.
- Only a subset of registers are available in some compressed instructions, so we assign the most popular uses to these registers. In particular, THR, TMP[2], CODE and PP. This has the effect of assigning CODE and PP to volatile registers in the C calling convention, whereas they are assigned preserved registers on the other architectures. As on ARM64, PP is untagged; this is so short indices can be accessed with a compressed instruction.
- There are no push or pop instructions, so combining pushes and pops is preferred so we can update SP once.
- The C calling convention has a strongly aligned stack, but unlike on ARM64 we don't need to use an alternate stack pointer. The author ensured language was added to the RISC-V psABI making the OS responsible for realigning the stack pointer for signal handlers, allowing Dart to leave the stack pointer misaligned from the C calling convention's point of view until a foreign call.
- We don't bother with the link register tracking done on ARM[64]. Instead we make use of an alternate link register to avoid inline spilling in the write barrier.
Unimplemented:
- non-trivial FFI cases
- Compressed pointers - No intention to implement.
- Unboxed SIMD - We might make use of the V extension registers when the V extension is ratified.
- BigInt intrinsics

In dependent CL, const maps and sets can be shared between isolates in
the same isolate group before the index is lazily populated. To prevent
one isolate from seeing a non-null index pointer, while not all writes
to the index itself are visible to the isolate (the mutator thread of
that isolate), we use a store release barrier on arm architectures.
This CL adds a store release barrier option to the StoreInstanceField
instruction to be used in the dependent CL.
Even though there is no barrier on x64 and ia32, we still also use the
option on these architectures because on x64 we signal the barrier to
TSAN.
The stlr instruction on arm64 does not feature an address operand.
Therefore we need to branch in the assembler on whether we're using
a store-release before we construct an Address.

In certain cases, optimized type testing stubs for uninstantiated types
compare the instantiation of the type arguments for the type against the
corresponding instance type arguments. Previously, only an identity
check was generated, so the instantiation had to match the instance type
argument exactly.
This CL adds checks for the following cases:
* The instantiated type argument is dynamic, void, or Object.
* The instance type argument is Null or Never.
When strong null safety is enabled, we also check that the the instance
type argument is legacy or non-nullable when the instantiated type
argument is non-nullable Object or that the instantiated type argument
is nullable or legacy when the instance type argument is Null.
This CL also adds handling for the case where the instantiated or
instance type argument is not a Type, which is necessary for safely
retrieving the type class id and nullability, and allocates some
additional registers in TTSInternalRegs for storing type arguments. On
ARM7, this requires pushes/pops around type argument checking, because

Adding this representation allows us to create slots for storing
and retrieving values from uint16_t-typed object fields in the runtime.
Also generalize BoxUint8Instr to BoxSmallIntInstr, which holds any
unboxed integer representation where the value is guaranteed to fit
into a Smi.
To unify the implementation of BoxSmallIntInstr across architectures,
we add ExtendValue(Register dst, Register src, OperandSize sz), which
extends the sz-sized value in src to a full register size in dst. If
sz is a signed OperandSize, then the resulting value is sign
extended appropriately.
We also add MoveAndSmiTagRegister / ExtendAndSmiTagValue, which is like
the base operation but also tags the value as a Smi. On some
architectures, this can be performed using a single instruction.
Also adds sbfx/ubfx on ARM for use in ExtendValue.

With this change, allocation instructions can now be direct inputs to
other allocation instructions, so the redundancy eliminator is extended
to handle this possibility.
Methods for working with instruction input-related slots are added to
subclasses of AllocationInstr, so that the redundancy eliminator can be
written more generically in places, instead of needing to add cases for
new allocation instructions and/or instruction inputs.
Code size different in Flutter gallery (release-sizeopt):
* ARM7: Total -0.30%, instructions -0.41%
* ARM8: Total -0.31%, instructions -0.47%

When TTSs access type argument vectors we should avoid using
Address/FieldAddress - which only work if offsets are guaranteed to be
within certain instruction encoding limits.
It also fixes Assembler::LoadCompressedFieldFromOffset on ARM64
to not assume (base, offset) is instruction encode-able.

Now AllocateClosureInstr takes the closure function as a Value* instead
of as a const Function&, a new kFunctionReg is added to
AllocateClosureABI, and the AllocateClosure stub sets the closure
function internally instead of initializing it to null and requiring it
to be set post-allocation.
A convenience method known_function() is added to AllocateClosureInstr
which returns either the closure function, if known at compile time,
or null otherwise.
TEST=More refactorings, so just passing current tests.

Also create a subclass of AllocationInstr, AllocateClosureInstr,
which is used when allocating closures.
Followup CLs add inputs to this instruction and to the AllocateClosure
stub, starting with the closure function. Adding these inputs allows
the related field to be set within the stub, instead of using
StoreInstanceField manually at each closure allocation point.
Since this CL only adds the initial stub/instruction implementation,
the overhead on snapshots is minimal: just the addition of the new
stub to each isolate.
-----
This CL also adds virtual and non-virtual methods to assembler_base.h
revolving around field loads and stores and attempted inline object
allocation, to ensure all architectures have these methods.
It also adds LoadFromSlot/StoreToSlot/StoreToSlotNoBarrier, which
appropriately calls one of the other methods based on whether the slot
is compressed or not and whether it is a boxed or unboxed field.
With these additions, the AllocateClosure stub generator can be defined
in an architecture-independent way.
TEST=Basically a refactoring, so check using current test suites.

The only architecture-specific part of type testing stubs (TTS) is which
registers get saved/restored across SubtypeTestCache stub calls in the
slow TTS implementation, which is now a register mask constant in the
TypeTestABI struct.
This CL also:
* Creates a single definition of OperandSize in assembler_base.h. Moves
OperandSize into the compiler namespace. assembler_base.h. Renames
constants common to all architectures to neutral names (e.g., kWord =>
kFourBytes), since "word" has different meanings across architectures.
* Creates a new JumpDistance enum for kNearJump/kFarJump in
AssemblerBase and replace existing bool uses with the constants.
* Adds JumpDistance arguments to some of the generalized Assembler
methods so they aren't forced to use far jumps on IA32/X64. These
added JumpDistance arguments are ignored on ARM architectures.
* Adds a new generalized Assembler::LoadIndexedPayload method for
loading indexed objects out of post-header variable-length payloads.
* Moved the OperandSize argument for LoadForOffset and similar methods
on 32-bit ARM from being the first argument to being the second to
last argument just to match other architectures, and to allow it to
have a default value of kFourBytes.
TEST=Run on trybots of all architectures.
