This CL allows users to inject the inspect node used inside the
os_fuchsia.cc file instead of having it get created automatically.
This allows us to use inspect in other areas of the flutter/dart
runners. This code needs to be soft transitioned so there will be
follow up CLs after the runners are migrated.
TEST=This was tested against the current version of the runner that does
not use these new codepaths and against a version that does.

This allows the program to get at the singleton component context
for the currently running component. The component context can
be meaningfully instantiated only once; and since dart doesn't
have a predefined way to wire platform-specific values into
platform-specific code, we instantiate a singleton here, so all
code that is interested can use it.
The users of this functionality will be the dart and flutter
fuchsia runners. See issue

manual compile for fuchsia, check behavior.

i.e. #ifndef VM_WHATEVER -> #ifndef RUNTIME_VM_WHATEVER
This lets us remove a hack from the PRESUBMIT.py script that existed
for reasons that are no longer valid, and sets us up to add some
presubmit checks for the GN build.

This CL adds targets to the GN build that build the standalone Dart VM
without the observatory, and with dart:io enabled but with most of the
functionality stubbed out as UNIMPLEMENTED(). It also adds a simple
eventhandler for Fuchsia for implementing Timers.
