Slava Egorov e50d3b98a3 [io] Support Unix domain sockets on Windows
Basic support for Unix domain sockets on Windows within
the limitations of the operating system itself: no
support for abstract addresses, datagram or
packet sockets and ancillary data.

This also fixes File::GetType on Windows to correctly
identify reparse points representing AF_UNIX sockets
as such, rather then identify them as links.

Finally, it is worth noting that there is an existing
discrepancy between POSIX OSes and Windows: on POSIX OSes
File(sockPath).existsSync() returns true, but on Windows the
same code returns false because Unix domain sockets are not
considered regular files by stat.

This CL does a bunch of refactoring around RawAddr class which
surves as a wrapper around various structures in sockaddr_* family.
Distinguishing anonymous AF_UNIX address from abstract AF_UNIX
address requires passing around the length of the address
structure. Thus we incorporate this information into
RawAddr. This will also make possible to properly support
full-range of abstract AF_UNIX addresses in the future because
supporting these requires properly handling embedded NUL bytes.
(See https://github.com/dart-lang/sdk/issues/46158).

Slava Egorov bbd407725e [vm/io,win] Remove Handle::EnsureInitialized
`Handle` objects which used by Windows specific implementation of
`EventHandler` have complicated life cycle and haphazard approach
to locking. This CL is the first in a series of CLs which attempts
to clean this up a bit - with a final goal to avoid recursively
locking `Handle::monitor_`.

In this CL we remove `Handle::EnsureInitialized` method which
was primarily responsible for associating `HANDLE` with
`EventHandler`'s completion port. Instead we move this logic
into `Handle` constructor.

We also cleanup reference counting logic applied to handles which
participate in asynchronous operations: instead of eagerly
incrementing reference count when `HANDLE` is associated with
the completion port we increment it whenever asynchronous operation
is in progress and decrement it when it completes. This makes the
code much simpler to reason about and avoids necessity to write
code like:

    handle->Release();
    handle->Release();

accompanied with comments explaining why we need to drop
two references due to eager increment.

Finally we cleanup the handling of provider-specific extensions
accessed through `WSAIoctl`'s `SIO_GET_EXTENSION_FUNCTION_POINTER`.
We were fetching them for every individual socket instead of
fetching them once and caching them globally.

Slava Egorov c2e9ceeb6b [vm/io] Cleanup long path handling on Windows
* Switch to `std::unique_ptr<wchar_t[]>` to represent a
dynamically strings instead of wrappers like
`StringRAII` and `Utf8ToWideScope`;
* Avoid back and forth conversion between UTF8 and UTF16:
convert to UTF16 first then work on that. This also simplifies
code - previously it tried to work with strings allocated in
different ways uniformly, which is actually unnecessary if
resulting string needs to be converted to UTF16 (and allocated
with `malloc`) anyway;
* Fix a bug in `File::CreateLink`: it was handling relative
links with long paths incorrectly. Change file_long_path_test
to cover this case and make it run on non-Windows systems as
well to ensure that all behavior that can match actually
matches.

Vyacheslav Egorov 74285a6e31 [io] Take pending writes into account in _SocketStreamConsumer
On Windows `_NativeSocket.nativeWrite` returning to caller does
not mean that the data was flushed into OS buffer. Overlapped
operation might still be in progress - and it will be cancelled
with data loss if we close the handle.

This means _SocketStreamConsumer should take such pending writes
into account and not issue `done` event until pending write
completes.

This change prevents data loss when communicating with
subprocesses on Windows. Previously even doing
`await process.stdin.flush()` would not guarantee data
delivery.

Alexander Aprelev 935ee25f3b [io/unix_domain_socket] Add support for sending/receiving open files, sockets, std streams via sockets.
This adds [sendMessage] and [receiveMessage] methods to [RawSocket] class. They are only supported on Linux at the moment as they require connection opened as unix domain socket connection.

This introduces [SocketControlMessage] class that represents a message sent via socket and also introduces [ResourceHandle] class that wraps [RandomAccessFile], [Socket]/[RawSocket]/[RawDatagramSocket], [Stdin]/[Stdout] for
marshalling/unmarshalling purposes.

Underlying OS implementation supports various kinds of control messages that can be passed via sockets, this CL only adds support for sending/receiving opened file description handles.
When receiving a message recipient can attempt to extract handles out of it via [tryExtractHandles]. It returns [null] if message has no handles to extract.

This is continuation of the work started on https://dart-review.googlesource.com/c/sdk/+/205067.

Support Unix domain sockets communication on Linux, MacOS and Android.

Changes:
1. Add a field for InternetAddressType named unix.
2. Constructor of InternetAddress gains one more optional field: type. InternetAddress(String address, {InternetAddressType type});
3. Add another constructor to InternetAddress which taks raw address/path for ip/unix addresses as an argument. InternetAddress.fromRawAddress(Uint8List rawAddress, {InternetAddressType type});

The operation for unix domain sockets communication is basically the same as normal sockets except an InternetAddress with type unix should be passed.

with IP_MULTICAST_IF and IPV6_MULTICAST_IF). It also begins the work
of exposing socket level and option values, although keeping it for now
only to a minimum necessary to assist with setting the multicast
interface for datagram sockets.

This CL also marks `multicastInterface` as deprecated.
