This change includes an initial implementation of the new VM service
implementation based on `package:dart_runtime_service`, along with the
necessary plumbing to start it in place of the legacy VM service
implementation.
The entrypoint for the new VM service implementation is located in
dart_runtime_service_vm/bin/vm_service_entrypoint.dart, which is
compiled into AppJIT and AOT snapshots when the
`--include-experimental-vm-service` flag is provided to `build.py`. To run
the VM with the new VM service implementation, the
`--experimental-vm-service` flag must be provided.
Currently, the experimental VM service implementation supports:
- User specified ports
- Authentication code flags
- Enabling the HTTP server via SIGQUIT
- Some service protocol RPCs that don't require an isolate ID (e.g.,
`getVM`)

Our product builds (used for testing) are setting dart_runtime_mode ==
"release", so we better align behavior of dart_product_config and
dart_maybe_product_config in such case otherwise we create unexpected
skew between artifacts and dartaotruntime which is used to compile them.
In reality we should probably delete Product$ARCH build altogether
because all necessary artifacts are actually part of Relase$ARCH builds
anyway these days.

This change also includes Perfetto timeline writer and profiler
into non-mobile PRODUCT builds. The size of Mac OS X dartaotruntime
has increased by 34352 bytes (0.7%).

This CL tries to address version skew issues which occur in internal
monorepo which we created by checking in *.pbzero.h files into
runtime/vm/protos/*. These files refer to protozero internal headers,
which in the internal monorepo come from a shared Perfetto dependency
which does not necessarily match the version we pinned in our DEPS and
used to generated these files.
This version skew caused problems for the Perfetto team, see
https://github.com/google/perfetto/pull/3195
To resolve this change layout of our repo to allow us to depend on the
shared Perfetto entirely - including its version of *.pbzero.h headers.
We change include paths in the VM source to
#include "third_party/perfetto/protos/..."
which match location of these headers in the internal monorepo.
To make the code compile in the normal SDK checkout we shift location of
Perfetto and checked in code:
* Perfetto source moves from third_party/perfetto to
third_party/perfetto/src.
* Generated code moves from runtime/vm/protos into
third_party/perfetto/protos.
Note: experiments show that *.pbzero.h files tree-shake very well and
you pay only for things that you use. That means depending on *.pbzero.h
files generated from full message definitions rather than our manually
tree-shaken versions does not actually increase the size of the VM
binaries. We could switch our external build to do the same but this
would make protoc a build time dependency, which seems excessive.

- split the Dart CLI tool out of the VM into it's own embedder which
runs in AOT mode. The pure Dart VM executable is called 'dartvm' and
has no Dart CLI functionality in it
- the Dart CLI executable parses the CLI commands and invokes the rest
of the AOT tools in the same process, for the 'run' and 'test'
commands it execs a process which runs 'dartvm' to run
- 'dart hello.dart' execs the 'dartvm' process and runs 'hello.dart'
- the Dart CLI is not generated for ia32 as we are not shipping a
Dart SDK for ia32 anymore (support to execute the 'dartvm' for ia32
architecture is retained)
- the Dart CLI tool is not built in the internal Dart SDK builds

Currently, the VM assumes that both host and target architecture either
use compressed pointers or use uncompressed pointers. In addition, some
architecture backends fail to build if DART_COMPRESSED_POINTERS is set:
* The RISCV64 assembler doesn't currently handle compressed pointers
appropriately and fails to build due to not overriding pure virtual
methods in AssemblerBase.
* Attempting to build the ARM assembler with DART_COMPRESSED_POINTERS
set fails due to an #ifdef/#error check.
Thus, to appropriately build cross compilers for these architectures
when building an SDK with compressed pointers enabled, only add the
DART_COMPRESSED_POINTERS define if the target architecture supports
compressed pointers (currently, arm64 and x64).
This also ensures that the current cross compilers for Linux ARM64 and
Linux X64 do not use compressed pointers, even when being built as part
of an SDK with compressed pointers enabled.
TEST=ci and manual testing of create_sdk for ARM64C/X64C.

1. Added `toolchain_suite` template and switched toolchain definitions
to it, so now each toolchain definition defines a regular and
`_shared` toolchain, with different values for `is_shared_library`
argument.
2. Changed the logic of choosing between `fPIC` and `fPIE` based on
`is_shared_library` arg.
3. Changed `shared_library` template to define a group, depending on
the same target in a shared toolchain, and a copy of an output
artifact.
4. Made a copy of `runtime:dart_shared_lib` config and add it
automatically to all shared libraries.
5. Removed `runtime:dart_shared_lib` config and `DART_SHARED_LIB`
define from existing `shared_library` targets.

- `build/mac/find_sdk.py` can search for iPhone and Watch SDKs and their simulators
- `tools/build.py` supports `--os=ios` and `-os=ios_simulator` now. Treating simulator as a separate os to minimize changes and avoid an additional dimension for configs.
- `vm-mac-(release|debug)-arm64-try` tryjobs make sure a shared library builds successfully for ios.

The updated test-scripts contains https://crrev.com/c/5341620 which
allows to generate fidl apis with an env var controlled location
rather than a hard-coded one. So the existing fuchsia gn build rules
in dart/sdk become obsolete and can be fully removed in favor of the
one in //third_party/fuchsia/gn-sdk/.
Meanwhile the gn-sdk has been updated with
https://crrev.com/c/5325282 to use api-level version'ed idk but not
the ones in arch/.
