Currently outline transformations aren't run via the incremental
compiler which causes problems in

calling the current transformation in the incremental compiler. This
calls it twice though (because it's run again in
`frontend_server/lib/compute_kernel.dart`, but removing it there doesn't
work because a filtering is done which doesn't apply through the
incremental compiler.
This CL splits up the outline transformation stage into a call that can
actually transform the libraries and one that can do the filtering,
which should fix the issue.
Original CL was reverted because it caused errors in google3. The
original CL is in patchset 1. The error has been reproduced and
recreated in a test added in patchset 2. The fix is in patchset 3.

The problem was this:
Previously outline transformations were not run by the incremental
compiler, but only outside. When it was moved to the incremental
compiler it had on old - outdated - `target` which for the ddc/dart2js
summary target would hold a list of source files that it was initially
created with, not the ones currently being compiled. This meant that the
transformation step that removed "unrelated" libraries actually removed
the newly compiled libraries instead. It could cause one of two issues:
1) Empty output: With no overlap between the combined output of the
compile and the sources of the first compile (i.e. the ones in the
outdated `target`) all libraries were filtered out. If a later
compile was given this as a summary input the compile could fail with
a file not found error because the given summary - which should
contain the missing library didn't.
2) Non-empty output: With an overlap between the combined output of the
compile and the sources of the first compile only the overlap would
be included. In practise this would mean that the output would be a
(potentially partial) copy of the first compile. If then a later
compile was given both the summary from the first compile and the
output with the copy it would throw when loading because it got the
same library from two different summaries.

Exposes the `--include-unsupported-platform-library-stubs` flag to
`kernel_worker` for use when generating SDK summaries. Required to
support imports of unsupported libraries (e.g., `dart:ffi`) in Flutter
widget previews using DDC.

The analyzer already has an enum with the same name, but a slightly
different declaration. (The analyzer's enum declares only severities
of `error`, `warning`, and `info`, whereas the CFE's enum also
declares severities of `context`, `ignored`, and `internalProblem`).
I'm currently embarking on an arc of work that I hope will eventually
culminate in unifying the analyzer and CFE diagnostic message
representations (and their severities) into a single set of
classes. Until that unification is complete, both representations will
have to co-exist in the `_fe_analyzer_shared` package. To reduce
confusion during that time period, I would like the classes to have
distinct names.
Since the analyzer's `Severity` enum is exposed through the analyzer
public API, analyzer clients may depend on the name. So it makes sense
to rename the CFE's `Severity` enum.
Tested: standard trybots

The analyzer already has a class with the same name, but a slightly
different purpose. (The analyzer's class represents a single message
associated with a source location, whereas the CFE's class represents
a message along with related context messages).
I'm currently embarking on an arc of work that I hope will eventually

This removes the support running macros in the CFE.
The scanner and package:kernel still have support for the macro modifier. This will be removed in a follow-up.
The metadata expression parser is deliberately left in, since it might serve as the basis for a parser AST.

=> Those error codes can be their own dart_library() in g3

The "additionalExports" are sorted in production code to give stable
output.
Before this CL it did `toString()` on the canonical names which is
O(n^2) because of continued string concatenation.
This CL changes it to sort on the name, going to the parent if it's the
same. This _does_ change the sorting, but should still be stable.
When compiling via the flutter frontend try bot the time spent on
sorting does from ~45 seconds to ~9 seconds (arguable still a lot, but
much better).
This will also speed up flutter testing because it will spend less time
waiting for the frontend.
TEST=Assuming existing tests.

This is done through a synchronized cache between the server and client. When serializing a remote instance, if the server has already serialized that object then it will only send the ID in the future.
These caches currently only live as long as a single macro application in a given phase, but could live longer in the future. They do need to get reliably cleared out to avoid memory leaks though, and the shorter lifetime is easier to manage consistently.
This also allowed me to remove the specialized server/client modes (clients would always only send back IDs previously).

The utils/bazel/kernel_worker.dart entry-point uses
pkg/frontend_server/lib/compute_kernel.dart as entry-point.
So we need to cover this entry point to the frontend_server as well
to pass the native asset yaml file.

Deletes the outline stubber as it's not necessary on any backend.
DDC should compile the entire sources and outline dill in one step.
dart2wasm operates similarly, and so only needs the modular transformer.
dart2js moves the erasure to a global transform.
Also, this CL reverts now unnecessary plumbing that was needed for the
outline stubber.

@staticInterop replaces factories with a new named node, a static
method. In order to persist this transformation in modular
compilation, this needs to be done to outlines that can then be
consumed by the source library. In order to allow erasure at the
time of 'performOutlineTransformations', coreTypes is added to that
API.

This moves macro implementation into its own subfolder and refactors
the IdentifierImpl implementation to be split into identifier based on
TypeDeclarationBuidler, TypeBuilder, MemberBuilder and
FormalParameterBuilder.
As part of the refactoring, the resolveTypeAnnotation implementation was
rewritten to use DartType instead of TypeBuilder.

This is used by the modular compilers, so it unblocks more "real" blaze integration, and allows the language repo to create examples that you can actually run.
Note that this also actually enables macros when the experiment flag is passed in to this entrypoint.
