Import URIs are normalized by the CFE and should be globally unique in
the program. They serve as a good identifier to name a library in the

These new modules are only used when compiling with the `--canary`,
`--modules=ddc` and no other module formats.
This new flavor of the module system treats the output .js files as
a bundle of one or more Dart libraries.
In this change the Dart SDK module is still compiled with it's
libraries mixed together but exports them individually. Ideally this
is temporary and eventually they can be compiled in isolation as
well.
All other modules are compiled in isolation so class hierarchies many
may be broken until proper cross library linking is implemented in a
followup change.

When running in d8 the runtime flags need to be set by loading an
SDK with the same name passed for the application that gets used
when the application is started. If not the module system will
create an additional instance of the SDK module. This meant the
runtime flags were being set in one instance while the application
read them from another.
The same issue was present in the ddb script and this change fixes
it there as well.
Add the `--interop-null-assertions` option to the ddb script that uses
the runtime flag to enable null checks on non-static JavaScript
interop APIs.

- Add a new dart2js preamble file that seals the native object prototype.
- Use the file when running DDC in d8 locally.
Once this change lands the new preamble can be used in the script that
runs d8 on the benchmarking bots.
If benchmark results look good, I will followup with a change to enable
the prototype sealing in SDK test configurations as well.

- Introduces a new output subdirectory `gen/utils/ddc` where the
new build targets output files. This is intended to make the
migration to the new assets easier since landing this change
shouldn't immediately break any dependencies.
- Enables building the canary and stable assets at the same time.
- Changes more names in our workflow from "dartdevc" to "ddc".
- Updates the ddc-canary-linux-chrome and
ddc-canary-linux-chrome-unsound configurations to use the
new assets.
The new outputs appear in directories that are more consistently
named, (no more sound vs kernel confusion). They are named in
preparation for the eventual deletion of the unsound targets
without any lingering cruft to be cleaned up in the sound
directories.
The new structure is:
```
gen/utils/ddc/
|- canary
| |- pkg
| |- sdk
|- canary_unsound
| |- pkg
| |- sdk
|- stable
| |- pkg
| |- sdk
|- stable-unsound
|- pkg
|- sdk
```
The 'pkg' and 'sdk' directories all contain outputs with the same
files names, each compiled in the respective build modes
(sound/unsound and stable/canary).

This does not necessarily enable the native null assertions by default
everywhere but it is a step on the path to get there.
- The calls to the method that reads this value are only generated in
sound null safety so even if this is true the checks don't happen
in weak null safety. Added a warning when the option is enabled in
weak null safety.
- Many DDC integrations will set the flag manually during the bootstrap.
That setting still overrides the default value being changed here.

- Fixes broken benchmarks in ddc because the benchmarks run in
d8 with the ddc module system can handle conflicting library
names more gracefully than es6.
- In the future we need to update the source of truth for
dart_library.js so we can keep the file in sync.
- Removes the ability for ddb to run with any precompiled sdk.js
from a dart installation. Now you must run a build first and
the sdk.js files from that build will be used. This means the
`--debug` flag no longer changes which sdk.js files are used.

Some benchmarks are located in directories named with characters
that are invalid in js identifiers. To generate bootstrapping that
loads these modules import the module builder and use the same
naming method that ddc uses.
These names are directly tied to the version of ddc that produces
them. This solidifies the fact that we really can't rely on using
the ddb script to run ddc from a different commit/build.

Add compileTimeFlag() method that will inline the constant value
directly into the generated output.
