Given that the standalone target for dart2wasm is feature-complete now,
it makes sense to include it in released SDKs.
This adds the platform and outline files to built SDKs and exposes the
`--standalone` flag in `dart compile wasm`.
It also documents the standalone target in `pkg/dart2wasm/doc`, which
should be helpful as a starting point to use these compiled modules.

Doesn't change anything in `front_end/*testcases/primary_constructors/`.
(Would have skipped any other file with `test` in its path and
an explicit language version marker, but there weren't any outside
of those `front_end` directories).
Almost no files used as test input were affected, and none testing the actual syntax changed.
The `.../nnbd/required_2.dart` test case was split into a legacy version retaining the `var`/`final` with a language marker, and a new version without the `var`/`final` cases.
The `pkg/analyzer/` tests, and any other tests that have source code
in strings, are not migrated by this CL.
Tested: No change to behavior. One test split into legacy and new.

This CL is part of an effort to bump the SDK requirement to `3.12.0-0`
for all the packages in `pkg` that are not published to `pub`, so that
we can get better testing of the "private named parameters" feature.
(Packages that *are* published to `pub` can't be safely bumped yet,
because SDK 3.12 hasn't been released, and I don't want to block those
packages' ability to publish useful updates to customers.)
This change covers the following packages, which are owned by
OWNERS_VM:
- pkg/dart2bytecode
- pkg/dart2native
- pkg/dtd_impl (jointly owned with OWNERS_DEVTOOLS)
- pkg/mmap
- pkg/observatory
- pkg/vm
Changes to `pubspec.yaml` files were made manually.
Changes to `.dart` files were made automatically, using `dart
fix`. Two kinds of changes were made:
- Migrate to using private named parameters where it is possible to do
so without changing semantics. Note that this migration is
conservative; see https://github.com/dart-lang/sdk/issues/58607 for
details.
- Migrate to using null aware elements.

This allows `dart compile` to be used from the build root without a
fully built SDK.
Abstract out executable and dill retrieval in Sdk getters similar to how
snapshot retrieval was abstracted out.
Remove the hostDartAotRuntime parameter to generateKernelHelper, since
all callers always passed the same variable from generate.dart, and
instead retrieve it using Sdk.dartAotRuntime.
Remove all the top-level variables that contained paths in
dart2native.dart and generate.dart and replace their uses with
the appropriate Sdk getter.

Leave a stub in its place that re-exports package:dart2native/sdk.dart
and an implementation of checkArtifactExists, which used to be part of
the Sdk class, to limit the amount of changes needed.
This move is made so that followup CLs can use the Sdk class from
dart2native without causing a cyclic dependency.

The name has always been annoying because it did not add strong typing. And now there aren't variants of the VM platform to distinguish.

I've manually built an aot snapshot and exe on macOS ARM64 for Linux
X64, copied them over to a linux machine, and made sure they work.

After writing the new PE header and original section contents of the
dartaotruntime PE executable, pad to the expected file offset of the
new section being added, not just to file alignment.
Also fixes a case where the new section's file offset returned from appendSnapshotAndWrite could be incorrect if the header size changed, which causes the file offsets for all sections, including the new one,
to be updated.

When writing out current PE contents only write data
up to `sectionTable.offsetEnd` because that is the
offset used to compute location of the snapshot
section and there might be a padding between
`offsetEnd` and the actual end of the file.
This was revealed when compiling AOT runtime
with ASAN enabled which slightly shifted
sections in the PE file and introduced
a gap.

This identifies all calls to static methods annotated with
`@ResourceIdentifier`, collects the constant arguments passed to the
method, and writes the results into a file.
The purpose of this feature is to be able to pass the recorded
information to packages in a post-compilation step, allowing them to
remove or modify assets based on the actual usage in the code prior to
bundling in the final application.

* Add an `targetOS` argument to `pkg/vm`'s `compileToKernel`,
that contains the target operating system's name.
* Add a new `--target-os` command line argument for all binaries
that use `compileToKernel` for clients to provide the target
operating system, if known.
* Add a new`"vm:platform:const"` annotation to certain field and
getters in the Platform class.
This annotation is used to annotate static getters and fields with
initializers where the getter body or field initializer must evaluate
to a constant value if the target operating system is known. This
annotation may be used outside the Platform class and in user code.
For example, this annotation can be used on a static `String` field
that is initialized with one value if `Platform.isWindows` is true
and to a different value if `Platform.isWindows` is false.
Note: If the const functions experimental flag is disabled, then
any annotated static methods can only contain a single expression
whose value is returned. If it is enabled, then the static method
is evaluated as if it is a const function with the special
handling of annotated static fields and getters above.
* Create a VM constant evaluator that evaluates uses of static getters
and fields marked with the above annotations when a target operating
system is provided.
* Use the new VM constant evaluator in the unreachable code elimination
transformer.

is smaller than the old header.

To create a Dart standalone executable on MacOS, we modify the
dartaotruntime executable to add the snapshot contents, and the
VM looks into the executable on disk to find the snapshot to load.
Previously, we did this by adding a new 64-bit segment load command
with a single section, where the section's file offset and size
describes the inserted snapshot. This meant the Mach-O header size increased by 152 bytes.
Originally, this wasn't an issue as there was plenty of padding, but
later clang updates removed most of this padding, and so writing the
new header actually overwrote the initial contents of the first section
in the file, which happens to be the __text section. In addition, since
the first section's offset was now declared to be within the header,
utilities that strictly validated the Mach-O format, like codesign,
would report errors.
This CL changes it so that we actually reserve space in the
dartaotruntime header using the -add_empty_section flag to the linker.
In addition, we change from using a segment load command to using a
(40 byte) note load command. This is because a segment load command
specifies that the contents should be loaded in memory, but we don't
use that loaded version. Instead, the VM reloads it from the executable
on disk so it can appropriately mmap the different parts of the
snapshot. A note section instead just declares a section of the
executable as arbitrary data that the owner can read from the file
and use as desired, which is semantically closer to our current usage.
This CL also adds a test to pkg/dartdev/test/commands/compile_test to
ensure that corrupting a random part of the snapshot in the executable
causes signature verification to fail.
This CL also reverts CL 256208, thus relanding the clang changes
starting from June that originally raised awareness of the issue by
greatly reduced the amount of padding after the load commands.
