Recognize a second operand if its `ToUint32` is `0xFFFFFFFF`,
not just the exact value. This includes fx `& -1`, which is output
by `toUnsigned(32)`.

When generating SSA jump instructions (HContinue and HBreak) for AST break statements, ensure that we only select labels from the target's label list that are explicitly marked as valid continue (isContinueTarget) or break (isBreakTarget) targets.
Previously, handler.labels.first was selected indiscriminately if non-empty, which caused unlabeled continue statements inside loops that had an outer break label to incorrectly generate labeled continue jumps targeting the break label.

This adds a VariableDeclaration node which is used in ForStatement instead of VariableStatement.
This is a step towards removing the initializer from Variable. Long term, VariableDeclaration will own the initializer expression for variables and function parameters will have a defaultValue property instead of using the initializer property for the default value.

This CL changes the code generation for `dart2js` (and not for any other
backend) such that the variable holding the receiver of an anonymous
method invocation is declared as a normal local variable rather than
being a `Let` variable. This is needed because `dart2js` supports
capturing the former, but not the latter.

This separates VariableDeclaration from Statement. VariableDeclaration no longer implements Statement and variable declared in a block or in a for-statement are now wrapped by a VariableStatement.
Currently there are two VariableStatement implementations; LegacyVariableStatement for variables in the current model, called LegacyVariable, and VariableInitialization for variables used in the new, still experimental, encoding that supports scope computation.
This CL is a step towards realigning the AST nodes to the new model in which each kind of variable has its own distinct subclass. (LocalVariable, PositionalParameter, NamedParameter, SyntheticVariable, etc.)
Note that it is not the intent to use VariableStatement in ForStatement going forward but that will be handled in a follow-up.

The new @pragma('external-effect') causes the removal of invocations, including arguments, of any annotated member. This means the codegen builder shouldn't see any calls to these methods.
In a normal dart2js compilation this would mean we don't try to build bodies for the members. However, when running codegen in sharded mode, we have to be more conservative and assume another shard may need the member. Therefore one shard will still try to generate these methods.
We can just emit an empty member as the linker will exclude the unused method from the final JS code.

Call sites targeting a procedure annotated with `external-effect` will
not produce any code, including the argument which will not be
evaluated.
However, the single parameter will be treated as 'live' for the purposes
of any global analysis the backends do. This is useful for things like
protobuf shaking where a user may want to retain certain protobuf
messages without actually emitting the code that retains those messages.
Today this functionality is available internally in the vm and wasm SDK
libraries. dart2js has similar functionality represented via the
opaqueTrue and opaqueFalse booleans (which will cause conditional
branches to get shaken after analysis). This will replace dart2js's
opaque(True/False).
This also adds validation to the frontend to ensure a method annotated
with 'external-effect' is well-formed.

Currently outline transformations aren't run via the incremental
compiler which causes problems in
https://dart-review.googlesource.com/c/sdk/+/491702 which fixes it by
calling the current transformation in the incremental compiler. This
calls it twice though (because it's run again in
`frontend_server/lib/compute_kernel.dart`, but removing it there doesn't
work because a filtering is done which doesn't apply through the
incremental compiler.
This CL splits up the outline transformation stage into a call that can
actually transform the libraries and one that can do the filtering,
which should fix the issue.
Original CL was reverted because it caused errors in google3. The
original CL is in patchset 1. The error has been reproduced and
recreated in a test added in patchset 2. The fix is in patchset 3.

The problem was this:
Previously outline transformations were not run by the incremental
compiler, but only outside. When it was moved to the incremental
compiler it had on old - outdated - `target` which for the ddc/dart2js
summary target would hold a list of source files that it was initially
created with, not the ones currently being compiled. This meant that the
transformation step that removed "unrelated" libraries actually removed
the newly compiled libraries instead. It could cause one of two issues:
1) Empty output: With no overlap between the combined output of the
compile and the sources of the first compile (i.e. the ones in the
outdated `target`) all libraries were filtered out. If a later
compile was given this as a summary input the compile could fail with
a file not found error because the given summary - which should
contain the missing library didn't.
2) Non-empty output: With an overlap between the combined output of the
compile and the sources of the first compile only the overlap would
be included. In practise this would mean that the output would be a
(potentially partial) copy of the first compile. If then a later
compile was given both the summary from the first compile and the
output with the copy it would throw when loading because it got the
same library from two different summaries.

Doesn't change anything in `front_end/*testcases/primary_constructors/`.
(Would have skipped any other file with `test` in its path and
an explicit language version marker, but there weren't any outside
of those `front_end` directories).
Almost no files used as test input were affected, and none testing the actual syntax changed.
The `.../nnbd/required_2.dart` test case was split into a legacy version retaining the `var`/`final` with a language marker, and a new version without the `var`/`final` cases.
The `pkg/analyzer/` tests, and any other tests that have source code
in strings, are not migrated by this CL.
Tested: No change to behavior. One test split into legacy and new.

If uses are not being recorded, don't perform any work in the compiler.

This CL is part of an effort to bump the SDK requirement to `3.12.0-0`
for all the packages in `pkg` that are not published to `pub`, so that
we can get better testing of the "private named parameters" feature.
(Packages that *are* published to `pub` can't be safely bumped yet,
because SDK 3.12 hasn't been released, and I don't want to block those
packages' ability to publish useful updates to customers.)

Changes to `pubspec.yaml` files were made manually.

exceptions), using `dart fix` to migrate to using private named
parameters where it is possible to do so without changing
semantics. Note that this migration is conservative; see
https://github.com/dart-lang/sdk/issues/58607 for details.
The exceptions are:

- pkg/compiler/test/codesize/swarm/Views.dart

For these files, there was no need to migrate to using private named
parameters, however the language version bump caused flow analysis to
improve, so some additional dead code was detected that hadn't been
detected previously. I reasoned that it's better to minimize changes
to testcases, so rather than deleting the dead code, I just added
`ignore` comments to prevent the bots from failing.

Before this CL, we were only recording constants once, in the first
loading unit that they were found. Now, we record them in all loading
units.
The different backends have different behavior, so for now this CL
special cases some of the test expectations. It would be better to
write these tests in a different way: For example reading the json
file and seeing that we find at least two different loading units.
Also, the implementation uses the fact that we're not using source
information anymore. We should consider simply removing it from the
dart2js backend.

Being the target of a redirecting factory means there is one more way
to create instances of your type. So, we need to record them.
For redirecting factories we actually have a fair bit of info,
everything can be statically resolved. So we don't need to record
redirections like tearoffs, we can actually record them like direct
calls to the constructor or even as consts instances for const
redirecting factories.

To cover the feature set of the Flutter Icon Tree Shaker, we must be
aware of all non-const ways an object of a type can be created for
which we are recording the const instances.
(For more info see https://github.com/flutter/flutter/issues/181342.)
So, record all constructor invocations, and all constructor tearoffs.
The VM preserves high-level Kernel AST nodes, requiring minimal
changes:
* Direct handling for ConstructorInvocation and ConstructorTearOff.
* `isBeingRecorded` to recognize unannotated constructors.
WASM enables more CFE lowerings, requiring more unmangling:
* The CFE replaces ConstructorTearOff with a
StaticTearOff to a synthesized wrapper (e.g., _#Class#new#tearOff).
* Logic to skip the bodies of tearoff lowerings.
* Expanded ConstantCollector to handle StaticTearOffConstant and
RedirectingFactoryTearOffConstant, which are used in WASM's lowered
constant pools.
* Updated `isBeingRecorded` to map synthesized procedure names back
to their original constructors to determine if they should be
tracked.
The dart2js backend is fairly straightforward.

The quest for unmangling the lowerings that the CFE did to record
uses continues.
Some new lowering info has been added to the lowering predicates.
Also beefs up the testing of extension methods. This PR adds

Dart API changes:
* Loading units are a list and is an object now.
* Instance constants have a reference to their class definition.
JSON changes:
* loading units are a pool now.
* loading units are objects rather than only a string now.
* definitions are a pool now (so that const instances can refer to
them).

Architecture:
* The backends piece together the information of the original
definitions by undoing the name mangling.
Classes, top-level methods, and static methods have the kind and
disambiguator now.

Unnamed extensions are named `<unnamed>` for now. We should consider

This will allow a customer to pass
`--read-program-split=<constraints>.json` to the dart2wasm
compiler, which will then make use of the constraints to reduce the
number of wasm modules emitted.
We parametrize the dart2js program split builder code to allow
re-using of this code with Kernel AST. The changes to
`import_set.dart` we copy from dart2js to dart2wasm's implementation.
We also add testing support that partitions an application and
dumps the partitioning into expectation files:
* `pkg/dart2wasm/test/deferred_loading/partition_tests`: Custom tests
for dart2wasm containing the Dart code as well as partitioning.
* `pkg/dart2wasm/test/deferred_loading/partition_tests_dart2js`:
Partition expectation files for the existing tests in
`pkg/compiler/test/custom_split/data/<testname>/main.dart`.
For the dart2js tests we dump normal partitioning and partitioning
under the constraints.

This brings the implementation on par with the VM & dart2wasm.
Implementation details:
* Dart2js now records pragmas on classes, not only members.
* The constant traversal is memoized, preventing potential exponential
behavior (and removing duplicate recordings).

We were losing track of records (and their contents) when they flowed into a closure. Now we correctly bailout when we encounter this situation.
This matches the behavior we have for tracing other collection objects.

Record only for definitions in libraries with a `package:` uri.
* Converts all the tests to be in packages.
* Bonus: This removes the uri-mapping in equality checks.
* These packages are added to the root pub workspace.
* For the dart2js tests we need to do some juggling to keep the
tests files in memory.
* Only support `package:` uris
* Removed all the `relativizeUri` code for file paths.
* Start emitting errors on non `package:` uris with a `@RecordUse()`
annotation.
Unrelated cleanups:
* We no longer support recording const instances in annotations, this
PR cleans up code in `kernel` and `type_flow`.
