Paul Berry 643733b42e [analyzer etc] Add ignores for codegen to prepare for new syntax.
(Part of https://github.com/dart-lang/sdk/issues/63288)

Updates the `CodeGenerator` mixin so that it outputs `ignore_for_file`
comments to ignore the following lints:
- unnecessary_type_name_in_constructor
- unnecessary_ignore
- duplicate_ignore

This mixin is used by the code generators that produce the Dart
wrappers for the analysis server and analyzer plugin wire protocols.

This is a first step towards migrating the packages `analysis_server`,
`analysis_server_client`, and `analyzer_plugin` packages to use the
new constructor declaration syntax, since it will allow the
`unnecessary_type_name_in_constructor` lint to be enabled without
breaking generated code.

Once all the packages have had their SDK constraints bumped to a
language version that supports the new syntax, I'll update the code
generator to use the new syntax, and remove the ignores.

Paul Berry a062462758 Bump developer experience packages to language version 3.12.
This CL is part of an effort to bump the SDK requirement to `3.12.0-0`
for all the packages in `pkg` that are not published to `pub`, so that
we can get better testing of the "private named parameters" feature.

(Packages that *are* published to `pub` can't be safely bumped yet,
because SDK 3.12 hasn't been released, and I don't want to block those
packages' ability to publish useful updates to customers.)

This change covers the following packages, which are owned by the
developer experience team:
- pkg/analysis_server_client
- pkg/linter
- pkg/server_plugin
- pkg/telemetry

Changes to `pubspec.yaml` files were made manually.

Changes to `.dart` files were made automatically (with a few
exceptions; see below), using `dart fix` to migrate to using private
named parameters where it is possible to do so without changing
semantics. Note that this migration is conservative; see
https://github.com/dart-lang/sdk/issues/58607 for details.

The exceptions are:
- pkg/analysis_server_client/lib/handler/notification_handler.dart
- pkg/analysis_server_client/lib/src/protocol/protocol_common.dart
- pkg/analysis_server_client/lib/src/protocol/protocol_generated.dart

These are code-generated files are checked by the trybots to make sure
they are correct. The code generator runs the formatter, and the
formatter's behavior depends on the current language version. To
minimize the risk of accidental behavioral changes, I addressed this
by manually running these files through `dart format` and then
verifying that the result matches what the code generator would
produce.

Sam Rawlins dbf6008297 DAS: Support monospaced text (eg code snippets) in generated doc comments
We take any `<tt>`-wrapped text, and keep it in some "monospaced" /
"teletype" format. For dartdoc we put it in backticks. For Javadoc
we put it in `<code></code>`, which looks standard for inline text.

This corrects some erroneous doc comment reference-looking text
(`offsets[i]`) which is not meant to be a doc comment.

Danny Tuppeny c3d80286fe [analysis_server] Add a supportsUris client capability for legacy server to switch into URI mode
This adds support for the legacy server to switch to URIs using a client capability. In this mode, all "FilePaths" will be URI strings over the protocol (in both directions).

It also allows the server to send LSP notifications (wrapped inside an "lsp.notification" notification, matching how requests/responses work). Notifications are automatically enabled if the client uses any LSP methods or sends the new "supportsUris" capability.

Konstantin Shcheglov 41397cbb9a Remove ServerService.LOG
It looks that it is not used. We have a way to turn it on in
DartAnalysisServerService.java in Dart plugin for IntelliJ, but
setServerLogSubscription is not used in the plugin, marked as to be
used in the Flutter plugin, but actually is not used there.

Konstantin Shcheglov 4979a51a9c Add information about existing imports to completion response.
This adds quite a lot of information though, because we send many
strings.

Before: 20686 characters.
After:  55345 characters.

Theoretically we could do better, and send information about existing
imports only once as well, so when the user continues typing in a
single file, without touching imports, we don't send any new data
about imports (maybe just a confirmation that it is still the same).
But I'm not sure if this is a worthwhile optimization.

Actually, even included suggestion sets have similar property - they
don't change for a given file, unless there are changes to other
libraries which we might want to include.

lambdabaa d4b8e0696d Add the capability in analysis server protocol for clients to express
interest in receiving not yet imported code completions from specific
packages and libraries.

The design of this interaction aims to avoid forcing analysis server
to send every public symbol from dependent packages at every completion.
Instead, clients express interest in certain packages and/or libraries
and analysis server will notify with the entire set of symbols for
each of them only once. Then it is the client's responsibility to save
these pre-computed completions in memory, and analysis server can
instruct the client on how to union them with the base set of completion
suggestions at code completion time.

Dan Rubel 784ad29470 Update dartfix to check analysis server protocol version
This updates dartfix to more narrowly verify the analysis server
protocol version and print instructions for the user if the protocol
version expected by dartfix is incompatible with the current Dart SDK.
This is necessary because the edit.dartfix protocol is experimental
and will continue to evolve.

This reduces the client functionality and renames some
of the classes and methods in the API.

Specifically:
- rename Server to Client
- rename ServerConnectionHandler to ConnectionHandler
- rename Client.start to Client.startServer
- rename Client.stop to Client.stopServer
- rename Client.kill to Client.killServer
- extract behavior from Client into Listeners
- move some of the listeners into dartfix
- make several Client fields private
