Reverted r2140 as this breaks MS/TP and non-BACnet/IP builds. If this functionality is indeed required, then we will need to change the APDU dispatcher to include information with the service so that this can be discerned.

Extend handler_who_is_unicast() to broadcast I-Am anyway if the Who-Is request was an Original-Broadcast or Forwarded-NPDU.

Forgot the header update for BBMD getter and setters.

Revised gateway demo to use the new device_init(NULL) way.
Eliminated triplicate I-Am responses and deprecated the offending routed_ I-Am and I-Have senders (don't see any other usages; scheduled for deletion in 2/2012).
Fixed I-Am sender to not always zero out dest->net, because if a src->net was given in Who-Is, need to have it or else global bcast in the I-Am response.

Implemented separate Who-Is and Who-Has handlers for the routed case, where we loop through all the Devices looking for matches.
...
Tested and improved the routing code.
Gateway demo now sends I-Am as each Device is added.
Added test for valid Network number when routing, and only send Reject message if this fails (and not if we just can't find a Device match).
Test the hop_count and discard the packet if would reach 0 and a destination Network is called for.

To build the Routing demo define BAC_ROUTING in the top Makefile. The value is not important - the symbol has to be defined.

Changed default WhoIs to be Broadcast after seeing problems of unicast I-Am through some BACnet routers. Split out WhoIs into 2 handlers - one for unicast I-Am and one for Broadcast I-Am. Developer can choose which one to use for their default handler.

Added Send_I_Am_Unicast() and used it in inhandler_who_is(). Sends directly back to the source address instead of a broadcast, per Addendum 135-2008q-1.

Corrected bug in all confirmed handlers: if a segmented message was received, the handler tried to decode it instead of immediately sending an abort. This caused lockup with WriteProperty.
