Added example Visual Studio 2019 project. (#221)

Used Yaniv S posted solution for MS VS 2017 which took the sln (solution) from version 0.9.1 and updated it to compile as static lib for 1.x.x branch. Co-authored-by: Steve Karg <skarg@users.sourceforge.net>
